Gpu performance problem

My GT 640 is having problems. I know that it's outdated but it used to work way better.The games it used to run at 60fps now only run at 30 or below. Every now and then it will go back to the frame rate it used to run at and stay there for a while but then drops back down. It's like something inside isn't working correctly. I've tried restarting but that doesn't fix it. It's not something with temps either, it stays around 30 to 50 Celsius. Also not a cpu bottle neck. I may have to buy I new card in the future. We have had a power outage recently that may have effect it but it still works just not like before.

maybe take the card out and clean out the cooler, there might be some overheating vrms

what games do you play and at what settings ?

I'll check the cooler, but it doesn't matter what game or at what settings its less than half as powerful as it was before.
