Seems like your on board audio is dying possibly? You should try an external DAC/AMP, maybe see if a friend has one such as a E10k and test them with headphones, if that's the case send it to Dell to have them fix it.

So i have a dell inspiron 15R and anytime i turn up the volume it just plays static even through the headphone jack. Any idea what is wrong and how i can fix it?

This is a common issue with older DELL laptops. The factory fitted speakers go bad and produce static.

But its worth a check to see if their are updated Audio drivers as bad can produce the static.
