Yesterday everything was good, all working well, I decided to do some cable management, once I was done I plugged everything in, double checked and it was all fine, I plug it in to notice I cut a cpu fan wire, fair enough so I try and fix it, nothing. Me thinking it was only the fan that wasn't working I order a bigger better cpu fan. I bought a tx3 evo. Plug it in and cpu fan still doesn't work. Did I fry my motherboard or my psu

Oh and when I plug the cpu fan into the chassis fan and try and boot. Nothing happens

Well is there anything at all when you power it up or is it just the fan on the CPU cooler does work, also try unplugging and re-plugging the connectors just incase it's making a bad contact.

Try the fan by itself to see if the fan is to blame by plugging it directly into the power supply, if not you may of fried that fan header on your motherboard.

I plugged the fan into the front panel (chassis) header and the fan works, and my pc doesn't boot at all, no bios nothing

 

Try clearing the CMOS and making sure all the connections to the motherboard mainly the 24 pin and 8 pin are good.

All connection are secure, I've triple checked. How do you clear the CMOS

?

 

Take out the watch battery on the motherboard for 10 seconds, that should do it unless there is a switch on the motherboard you can click and hold that instead.

Yep tried that

if the fan header connected to the motherboard was cut, the motherboard should not have even recognized anything was plugged in, as there is nowhere for the current to go (open circuit). Unless the exposed end of the cable touched the metal of the case, it should still be fine.

 

Does the PC not turn on at all after the install of the new cooler?

You only said the CPU fan didn't work.. is the machine actually booting? If it's the PSU, it should be the whole system.

 

Have you tried another fan header on the board? What about just plugging it into a Molex plug to check if it works?

Make sure you plug a fan into the cpu fan header. Some motherboards won't post if there is no cpu fan plugged into the header
