Hi, I'm planning on a Z97 ATX build and I want to save as much money as possible, so I asked myself, can I use an old HP Pavilion case for my new pc? I had no clue whatsoever, so I came here.

If not, any suggestions for mid tower + cheap + light weight, but still decent build quality under 40 bucks? I really hate dust management and the HP case doesn't have it so...

Currently I have a Thermaltake Versa H23 in my cart.

Your HP case may not have the right mounting points for the board, but a good, cheap case that I used when salvaging an Hp computer was this, http://www.amazon.com/Corsair-Carbide-SPEC-01-Gaming-CC-9011050-WW/dp/B00I6BJATW/ref=sr_1_2?s=pc&ie=UTF8&qid=1431060643&sr=1-2&keywords=computer+case Ilove this case and its price point is great,  , I would recommend it anyday.

Any other decent cases cheaper than that?

I don't think you should be using those pre-built cases because the front panel connectors/buttons/indicators use a proprietary connector to connect to the motherboard
