Gonna need justification on the Windows 7 Ultimate, 10kRPM drives, A-DATA SSD, overly expensive thermal paste (spoiler alert: it's not better than AS5), and the 9590. Low x99 or even a 4790k would still be faster.

I'm calling bullshit. That's not what Intel does. Their quality is arguably better than AMD. The CPU didn't die, it was another component in the machine and/or a power surge.
