The hard drive doesn't need to be formatted if you're only using it for storage(unless you want to). In regards to your SSD, you can use the Windows Installer(probably a Windows disc) to format it.

How do I wipe them clean?

In the Windows Installer, there will be a partition wizard you can use. You'll get three options: Upgrade, Custom, and one other one I can't think of. Click Custom. You should be greeted with the aforementioned partitiom wizard and your partitions should be listed. Delete the desired ones and re-add them. Your drives will be wiped.

This, it's fairly intuitive once you're in there.
