Right now my 970 strix is at 1.212v max and increases the voltage sliders on either afterburner or gpu tweak doesn't increase it. Just wondering what voltages others with a strix are able to get.

It's set inside the BIOS of the GTX 970 to prevent it from going much higher than that due to Nivida locking down the amount of voltages one can dump into their cards. At 1.250V is usually the max I've seen unless one flashes it with a custom BIOS.

all nvidia GPUs have a max voltage lock

you need to use a custom BIOS if you want to go over that
