Which card is better

Yes it is ! I play GTA V at almost all high settings with a R9 280 from MSI.

The R9 280 is definitely an improvement, however it can't really do triple monitor gaming that well if that's what you're after.

if all you do is videos and movies among other light use, no it would probably make no difference. if you game, yes it'll be a fair bit of an upgrade, depending on your needs. if you want 3x1080p gaming surround you might want to save up some more and get something like 970 gtx or 290/290x i would think. 

 

again, depends on what games you want to play too.

There's an improvement, big improvement.... I'd prefer better than R9 280, like 280X or maybe even jumping to 290/290X.

If you want Dual cards get R9 295X2 or two R9290 or GTX 970s

R9 280 aren't cutting for 3 monitor, yea it's an improvement. but not worth the upgrade.

i'm rocking 2x980s and with all the settings cranked up, except only 2x MSAA, i'm still only getting 45-50 FPS average. That's on a +177 OC too.

the 970 also has 4GB (3,5GB+slower 0,5GB, and it cant be slower than GDDR3 anyways)

Dunno about that, all GTA V max settings tests ive seen use more than 4 GB, btw that slower 0.5 GB part will cause stutter in worst case scenario.
