it will. maybe not max with all out msaa X4 but it can defenitivly run gta5 at pretty high settings.

Look up reviews. GTAV at max settings crushes 970's and 980's in some cases. Since you're saying you want to run the game at "Max" settings you better save up a little more or else you'll be disapointed

If you have to basically downgrade go for the EVGA

 

If you want the best choice then go for an R9 280X

why not nvidia ? 960

Your CPU isn't very good.

(If you want me to be frank, its pretty terrible)

You'd bottleneck in a lot of games past the 270 mark.
