My friend wants to make a performance build and we are starting with the barebones

So my question is what is the cheapest Intel processor that can run something like gta v on integrated and not bottleneck a gtx 970 when he eventually gets one

4460. I cant recommend a pentium unless he cant afford a decent gpu as well

personally i would go 4460+290x

An i5 4460. Don't expect great or even good performance in gta v though, it should barely run it at the lowest possible settings with a low framerate.

Minimum requirements have an hd 4870, which should be below intel integrated, but remember that's just required to RUN it. And by "run" they could mean 20 fps with stuttering at the lowest possible settings. So I doubt it would perform well at all.

as above the I5-4460 would be a cheap bet.

I would expect the iGPU play it. I played Shadow Of Morder on my i5-4690 while I waited for my GPU to arrive. albeit at 720 on lowest settings @ 40 fps
