Installing 8.1 to a Core 2 Quad Q8200

Will windows 8.1 be able to be installed on a q8200 processor been trying to boot off of USB and just shows the 8.1 logo and nothing else, waiting for like 5-10 mins and still nothing.

In theory yes, be patient, booting from a usb2 pendrive can be slower than using a disc. If nothing happens after half an hour try rebooting, if the same problem occurs again try re-formatting the usb drive. If it just won't boot use a dvd.
