New lens for 550D

im looking to get another lens for my 550D. Main uses are portrait photos/action of my family and cousin.

Now i tend to use my EF-S 55-250MM 1:4 - 5.6 Lens around 200 - 250 the most with the off chance of using it at 100mm.

I was looking maybe to get a lens with a lower aperture for much better more sharper foreground/ blurred background shots. This lens is to go with a Canon 550D.

NOw with a budget of around £500 what do people think i'm able to achieve, i don't mind if i have to get used as long as it's in good condition.

thanks :D

I would look at getting a lens outside the zoom range you gave, maybe a 24mm or 35mm? There are some nice prime lenses out there with low aperture
