I was just wondering if i could paint the motherboard pcb? I don't want to the slots but just the pcb because most pcbs are black but in want a white one for a themed build. Thanks   :)

don't do this.

this is not a good idea, for many many reasons.

We can't Benchmark like we used to, but we have our ways. One trick is to shove more GPUs in your computer. Like the time I needed to NV-Link, because I needed a higher HeavenBench score, so I did an SLI, which is what they called NV-Link back in the day. So, I decided to put two GPUs in my computer, which was the style at the time. Now, to add another GPU to your computer, costs a new PSU. Now in those days PSUs said OCZ on them, "Gimme 750W OCZs for an SLI" you'd say. Now where were we? Oh yeah, the important thing was that I had two GPUs in my rig, which was the style at the time! They didn't have RGB PSUs at the time, because of the war. The only thing you could get was those big green ones.

Why not?

shorting, addition of heat restriction, limitation of dissipation, overspray. shall i continue? leave the PCB how it is. take off the plastic/metal shroud and paint it, but to not ever touch the PCB.

There are others on the forum who have done it but it's very risky since paint is fairly aggressive and can damage the mask and traces possibly. Something like plasti-dip can work but is a lot of work since you will need to make cut lines when peeling off masking compared to paint since it tend to lift surrounding plasti-dip. There is the Asus Sabranco if you are looking for a white PCB mobo straight out of the box.

So should get some like white plastic and cover it with that? The other boards are way out of my price range.

Not with a white PCb unfortunately, bu the MSI krait has a black and white color scheme, also for making your own mobo cover, I would suggest using something like plexi and getting some standoffs that can give it some space between the motherboard and the custom cover you may want to install over it.
