Why flash?

Flash is bad.

What exactly do you mean with "2d flash game developping software"?

I would probably be able to help you if you clarify this for me

Unity?

It's good for everything.

Yeah and you can use it for free, but have to pay once you want to release it.

When creating a project you can set it to 2D instead of 3D

I think legally: yes.

But I'm pretty sure you can make executables for free. (but not sure if you are allowed to release it like that, might want to try and contact them)
