Bottle necking

hello i think i might be bottle necking when playing bf4. i updated my graphics card to a r7 260x to a Radeon 7970 with the same cpu a amd athlon 760k 3.8 ghz. is it my cpu bottle necking? because before i changed my gpu i was running at medium with no frame drops since i upgrated my gpu i put it at ultra (which the gpu should handle) and get 30 fps with frame drops. is my cpu bottle necking????
