What causes programs to not die?

Hello, First I am new here so please don't bash on me, second there is a game stuck "running" called eu4.exe. Why is it stuck there and why isn't it going away. Process Hacker says process it terminating but Windows Task Manager and taskkill both say access is denied.

It could be a game related bug where it's not calling the right exit code or anything along them lines. It seems like that game is just loaded with issues.
