Same speed and everything?

One is for the people who don't have a m.2 slot on their motherboard, the other is for people that do. 

 

Well one is actually for people who don't have an m.2 slot, or have an msi board that does have an m.2 slot. The fucking screw is so tiny.

Looks like it,  the more expensive one is just for motherboards that don't have m.2 slots.

They seem to be the same, yes, but one has a much nicer enclosure (for mobos w/ or w/o an m.2 slot).

My arsenal: i7-9700k Gaming Rig, an iPhone, and Stupidity.

I wouldnt; just get two of the PCI-E ones. RAID can be fragile and the drives may not identify as the same model.

I can't do that, I have only one PCIe x16 Slot open and one M.2 port on my Motherboard.

Functionally? yes. Mechanically? Maybe. The problem is we can't see what is under that heatsink. It's entirely possible the two are different, or it's entirely possible they just put a M.2 slot on a PCIe wafer board and sold it as a new product. Functionally both will work identically without any meaningful limitation (unless someone made a stupid design choice in the PCIe wafer board).

 

That said, I'd argue to wait two days (April 1) before buying. Why? Because Intel will announce their own similar product and, well, there's no good reason not to at least wait and see if Intel's offering will be cheaper/faster/harder/stronger/better...or if it will kill you. *rimshot*

 

edit: Oh, no, it's literally a wafer board. Anadtech reviewed it: http://www.anandtech.com/show/8889/plextor-release-m6e-black-edition-pcie-ssd-shows-off-upcoming-m7e-pcie-ssd-tlc-ssd

 

As you can see about half way down the page, it's just the m.2 card slid onto a PCIe wafer. You can get those adapters for ~$15, so...that's a thing.
