Infinate loop of start up recovery

My friend made a little mistake - he turned the pc off with the power button and it will go to a start up recovery and make a infinate loop. 

 

His specs are : 

Some ddr2 system with a gtx 650 (yes I know they're on the long side /s)

 

What should he do? Becouse his keyboard is connected trough usb and it's not turning on

...connect hdd to other pc, get media he needs off it and reinstall windows.

 

i dont know what else i would do

He hasn't got another pc and isn't reinstalling windows the last thing to do?

put the windows dvd in and go to repair options

however..backing up and clean installing would be a good idea to

Uninstall and install the ram.

btw..most of the repair options will be on the cmd line...so you better know how to use the cmd line
