Well most likely there will be some sort of bottleneck, but it depends what programs/games he will be running

That CPU needs to be OC'd, thats what its for. 4.5Ghz is a very realistic OC

My friend wants my old Gtx 770 and He has a Intel pentium G3258 at 3.2 Ghz I think he is going to have a bottle neck and He doesn't so we are taking to the Internet! Will his pc be bottled necked? 

It will in a fair few games,.. games that require more than a couple of cores. You'll see 100% CPU usage, this may induce stuttering/GPU usage/fps drops, or maybe the game won't even load at all.

BF4/Crysis3 are two simple examples of games that use a higher core count for better performance, and will 100% your CPU. Other games are the same..
