What's the problem here?

 

Your LAN connection is 100Mbps, and you're using 24% of that, aka 24Mbps

steam is using 20 of those 24

 

I dont see what the problem is...

Difference between Mbps (Megabit) and MB/s (Megabyte)

20Mbps is generally around 2.5 MB/s

If you want to throttle the network speed of steam, do it in the options of steam.

For example, this:

Will limit the speed Steam is allocated, between 2AM and 8AM (no need to set the time), to 1.5MB/s (or 12 Mbps), leaving you plenty of headroom for everything else, including streaming HD videos and online gaming. Setting it at 10 MB/s = 80 Mbps, way above your current speed, which is why your current throttling doesn't work.
