Right sorry, here are some more details..

Computers need to be able to perform basic tasks that come with ECDL programme.

Every PC must be connected to each other and have access to the internet

Server based solution can be used

Classroom must have one printer and a scanner

Every PC must be protected from malware

How should the classroom be maintained? Passively or actively?

Given from the suggestions above, I would definitely go with some intel NUCs, but is there a budget on all of this?

I personally would set up a large server with thinclient pc's. I've seen this executed at a facility i visited once. Had about 20 thinclients all with 1080p monitors. All I recall is the server had 2 Xeon 12-cores with 128GB of ram and Win Server 2008 R2. Had all clients working with a group of students compiling maps taken from radio telescopes. Had all maps rendered in about 30 seconds. Never once noticed a lag in terms of usability.
