I built my new pc a few months ago and for the most part it has been running good, but I have noticed performance issues in some games that I try to play. Mainly i get stuttering in games like Skyrim, Fallout, SWTOR. I have an i5-4690k and a GTX 970 so I just don't see why I should be getting these issues. However, I bought a 3tb Western Digital Green drive to use as mass storage for my games. Could this drive be what is causing these stuttering issues?

its unlikely your harddrive. I have a 3770k and an 670 and had stuttering in skyrim. its just a terribly optimized game.  check you fps, you made need to turn the detail down when your in those trees.

Try reinstalling the GPU drivers.

Hi there @CforCorn!

It pretty much depends on what what you play. Basically, a hard drive cannot give you general performance lagging, but only a loading times lag - for instance when you walk from an area in the game to another, the map data has to be loaded into memory from the HDD.

That's why I would suggest to try updating the GPU drivers, like @dadasmithywinkle suggested.

Hope this helps.

Cheers! :)
