Stupid Question - Forum Title

My little description below my username, I'll call it an account title because I don't remember the name of it, is Junior Member. I see plenty of people around the forums with custom "titles." How do I go about editing mine, are there requirements that have to be met, and how do I go about making sure I meet those requirements?
