Problems:

Display driver will crash  every so often, no fix on 8.1.

Many many glitches. (every game)

Rare random restarts.

Mantle and CirectX crashes

 

Should a clean install of windows help?

Check you have the latest BIOS.

Reinstall display drivers, use Display Driver Uninstaller in safe mode to fully uninstall drivers.

Go to the motherboard driver page. 

Look at the latest BIOS version. 

Then go to CMD and type, wmic bios get smbiosbiosversion

If you have an old BIOS version then download the latest BIOS and follow this video:
