Yeah, change the Thermal Paste on it, might only make a few degrees of difference but it's still a difference! Also, give it a good clean, even if there is only small dust buildup, it's still worth it!
What is your Fan Configuration? Could you post a picture, as having the fans incorrectly setup could not be helping things so much!

when i play games (mostly happens to cs go) when the gpu reaches 45+°C the framerate cuts in half and its annoying cause its hard to get it down under 45°C when its under 99% load (basecally have to set my case fans to 100%) and then when it gets cooled down to under 45°C then its all good again

Open the window lol :D Set the gpu fans to 100% too when gpu reaches 45 degrees

the gpu fan runs at 100% like.... 95% of the time  when i use my pc :D

and noo .... its 0°C outside :(

i installed this wondows 3 days ago so the drivers are the newest .... and yeah thermal paste seems liek a good thing to replace...

i ahve 1 fan on top and 1 at the back and psu is on the top then rest is passive

Could you tell us what orientation the fans are in? Out of interest, what case are you using (as if there are spaces for fans, I'd recommend you use them).

2 Fans is probably bad enough as it is, the poor GPU is probably supplicating! Running passive isn't really great unless the system doesn't create much heat. I probably went a little overkill with 9 Fans throughout my whole System (this includes ones on GPU and the CPU Heatsink). Actually, I probably have so many fans that my CPU and GPU need a little blanket.  :P

well .... tbh idk the brand or make of the case cause its an old cheap case .... it has many vent holes...... and the top fan is ~80mm and the rear is ~90mm if im correct both are blowing in ..... the case came with this fan setup.... and i had never had a need to change it up... and my cpu never runs past 40°C when gaming

The easiest thing to do would be change thermal paste on gpu. And can you tell why did you get a G3258 and RoG board?

i had plans and the money for an i5/i7 so i got the board and ran out of money.... (was using an old Pentium E2180 machine) and then the old cpu died and i needed a new pc and i had the money only for this but yeah im planing to get an i7 4790K some time soon

Don't sprwad the thermal paste just a pea sized. If you gpu acts up again, I would suggest just buying a new gpu

According to his profile, he's planning on Upgrading to a GTX 970 at some point in the future, so hopefully that won't be such a long time!

wow... someone did their un-needed homework xD and yes i have saved up 1/2 of a G1 GTX 970 (310 euros)

Depending on how much you have to store, I'd recommend you set up a little NAS and use FreeNAS, which is actually a nice little piece of kit! It does take some time to setup, however, but once it's up and running, it sits there and works away fairly happily!  :)

probably would make a 4TB-8TB server to store backups and stuff like that

This. Thats a pretty old Graphics Card (GDDR3!) so you shouldnt expect it to do the best with modern games without generating alot of heat. Like others have said that once you get the money for 970 all of that will melt away( pun not intended) and the GPU wont break a sweat while doing that

well ... i looked it up an there was a GDDR5 edition but it had 1gb of vram .... but i found this like few weeks ago.... not a year ago when buying this...

and its only csgo having problems.... like almoast only this game ... not even Dying Light has problems with my gpu .... yes... i can run dying light at around 30 (mostly under) on lowest settings but it bet my gpu and cpu hates me when i do it :)
