but i will say WD Blue/Green or Seagate drives which are running at 5400rpm will be more silent than the typical 7200rpm ones

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Loudness of drives aren't really subjective.

There's no more or less silent. Something is either silent or it isn't.

 

The most consistently quiet drive I've come across are WD Reds and that's what I personally use because of that.

The most consistently quiet drive I've come across are WD Reds and that's what I personally use because of that. 

The Green is rated at around 24 / 25 / 29 dBA average for the tests done by SilentPC

personally i cant really be bothered by loud HDD or quiet HDDs

 

I used the 10K rpm WD Raptors for some of the CAD workstation in the office before SSD were mainstream

Any suggestions? Wouldn't mind some suggestions on performance ones either but prefer quiet

As @dragoon20005 suggested, WD Green drives are designed for silent performance. They are energy-efficient and run cool and quiet. They are designed specifically for secondary storage.
I could also suggest checking out WD Red, WD AV and WD Purple drives for silent performance. Each of them have their own features and design. If you explain what are you planning on using them specifically, I could narrow down your choice and offer something from the WD line of consumer drives. :)

well I'd mainly be gaming so I don't know that I would be using a secondary storage until I get an SSD

the WD Blue will do as the main HDD until you get the SSD

 

the Green are more for long term storage for photos and videos and their power saving feature means they will be whisper quiet when not in operation

I use a WD red 3tb as my HDD along with 2 SSD's, i put all my movies/songs/pics and large games on it and its fine, more silent than greens

you will have to specify the drive to install the programs like

 

you can look for guide on how to move steam games folder from one drive to another

 

and for OS from one drive to another

 

you will have to use some cloning software to shadow copy from one HDD to another.

As @dragoon20005 pointed out, WD Blue would be the more appropriate drive for the task. WD Green is a great secondarry storage drive, but might be a bit slow for boot and gaming drive. 
 
For moving OS and programs from one drive to another you would have to either use a cloning software or restore a image from your old drive to your new one with the system repair disk. I would recommend doing a fresh install of the OS and games and just moving your save files to keep your game progress.
