just install an operating system of your choice, for example freenas.

I have a dell vostro (not sure the year but it is running win 7).  I would like to convert this into a server PC.  How should I go about doing this?

There isnt any difference...

A server is just a PC that is used for serving other PCs with certain programs or whatever
