The reason I chose a GTX 960 instead of a 970 is because first of all, the 970 only has 3.5 gb of ram. Secondly, I can upgrade the graphics card later, probably when a new Nvidia card comes oput to replace the gtx 970. My budget is ~$1000, but I would like to save money wherever I can.

The fact that it only has 3.5gb of accessible RAM does not mean its a bad GPU specially for its price.

Modified your parts list a bit, the 212 evo is as good as the H60 like Rheinswasser said but cheaper. Replaced the define R5 for R4, the difference in quality is second to none while the price drops significantly. 

I did grab a 970 in this build, yes it has acces to 3,5GB RAM which is more than enough for most games when you're gaming on a 1080p.

my question is, why the h*** is everyone freaking out over just having 512mb less ram on their already pretty overkill card?

Get an air cooler, 600 watt psu and put the extra $ in a 970 if u can.
