Problem connecting to the internet in windows 8.1

So I'm having a problem connecting to the internet with one of my laptops.  It can't connect to the internet through wifi or ethernet.

Other devices connect fine but its just this laptop that will not, anyone have an idea of how to fix this?

Connect it to the internet via Ethernet and download drivers.

My arsenal: i7-9700k Gaming Rig, an iPhone, and Stupidity.

it wont connect at all even through ethernet
