No, you would need to have a compatible firmware(and its hardware) from Razer to connect the leds to the PC. 

 

You can get a led strip and control it other ways, but not through synapse unless you kave the knowledge and time to do retro-engeneering.

This might be me thinking out the box but is there a cheap way to use an led strip and have it controlled with a synapse so it can be setup to match my keyboard and mouse.

You could do some process hooking, but I doubt Razer has any sorts of info on their software.
