40C is totally fine. When it comes to comes to controlling fans, I prefer to use hardware fan controllers.

I actually have a "thing" for bios level fan control. most manufacturers include the ability to set custom fan profiles from the bios screen. Gigabyte being a decentish sort of company has probably done the same. 40 degrees Celsius isn't much. If you start running 80 degrees then you might need to worry. Take a look through the bios screen and see if you can set your own fan profiles (I love my off switches). Set the up to ramp up to minimum speed (usually about 500 rpm with pwm fans) at about 40 degrees. hold that till about 65 degrees where you want to run about 50%. if you hit 80 degrees max out every fan you have.

80c is fine for gaming load.

Op 40c is pretty damn cool for gaming load are you sure your reading that right?

yep 80c is fine, but you don't really want to go much above it. that's why i recommended maxing out his fan curve. That's his safety margin

My build is a little nuts I've done most of it to run silent (except for a poor choice of AIO cpu cooler) It runs silent because until I start pushing it, and I mean seriously pushing it. the only thing that needs to ramp up unless I'm doing 4k video editing in real time is the GPU cooler. being able to control fan curves at a hardware level is sort of recent, but is a pretty nice add in for anyone with a newer board.

40°C is cool, considered under gaming loads.

About noisy, you should list your fans, what kind of fan you're using,is it came with the case or you switched?

or is it cpu cooler making noise?or Video Card?

If you're using the Gainward GTX 970,Not sure if your 970 is the Gainward GTX 970 Phantom,if it is,then you've found your noise source, that card's pretty loud under load.
