just wondering will this build be quiet and also will it perform good?

http://pcpartpicker.com/p/ckRtsY

It will perform good but it won't exactly be silent. tbh nothing mITX will be silent due to lesser number of fans, they will have to run at higher RPMs to get adequate cooling for the PC. If you want silence go for a silence optimized case that's mATX or ATX

Also will people please stop using that profile pic?

It'll perform well but not be silent. The case isnt meant to be silent, the stock CPU cooler isnt silent (and especially wont be with a K chip), and the MSI gpu doesnt have the ZeroFrozer mode because it isnt the TwinFrozr V card.

If it makes any amount of noise then it's not silent.

If you want a silent machine, I'd go with an ATX board, an ATX PSU, a Silent Base 800, and a Dark Rock Pro 3, else wise, it looks good

CPU: R5 5800X3D Motherboard - MSI X570 Gaming Plus RAM - 32GB Corsair DDR4 GPU - XFX 7900 XTX 4GB Case - NZXT H5 Flow (White) Storage - 2X 4TB Samsung 990 Pro PSU - Corsair RM100E Cooling - Corsair H100i Elite Capellix Keyboard Corsair K70 (Brown Switches)  Mouse - Corsair Nightsword RGB

The Fractal R5 will be more silent. Also, an aftermart CPU cooler would be more quiet. And a few more bucks for the TwinFrozr GPU would be adviseable.

If you leave the panels on the case, the R5 will be quieter because the window on the H440 will let some sound through.

should i get the gtx 980 since the 970 is having problem or should i not worry

The 970 isnt having any issues. It's just make with 3.5GB of easily accessible VRAM and .5GB of less accessible VRAM. I have two 970's and have no issue.

Two monitors of different sizes will be fine, but the same size will look better. The MSI/STRIX/EVGA cards all have the 0Db fan modes, so they'll all be silent until they reach a thermal threshold.

Get the Define R5, not the R4.Also, if you're gonna get the BeQuiet CPU cooler, then get the 4690K.
