Replace the thermal paste or get another CPU cooler, check the case inside for dust and/or any other problems.

Your CPU is overheating, thus causing throttling (unless I am wrong and that's the standard speed for that CPU?)

 

Either way, you need to: Remove the cooler, clean the leftover thermal paste and apply some new paste, reseat the cooler and you're good to go.

Change the thermal paste and clean the dust out of the heatsink.

I think a cpu would melt at 116.

Reseat properly the heatsink with new thermal paste.

Check again if it shows the same temps -> touch-> Doesn't cook your fingers? = Faulty sensors

yes, I think the numbers were just not read properly by the sensors

I think sensors read wrong, but clearing out dust and replacing thermal paste could help.

 

If it stays at 116 try SpeedFan to read temps, if they read something silly it's just a broken sensor.
