So the PC in the link is about $5100 converted. So would watercooling use up all the rest?

So, would watercooling take up the cost to $5100? If so, no. Even going all out, it would probably only take it to $4000 at tops.

For my build, it cost me £600 ($900) to do a full loop without cutting corners.

I think he means that when he converts $2636.93 to his currency it becomes $5100

Although I dont know what he means by "all the rest" since he didnt give an original budget.

You could go with a 750W power supply and you'd be fine, and save a good amount. Then use that on your loop.
