Look for malware using malwarebytes. Might help.

I had this problem and once I swapped out the PSU I was solved, same deal the first PSU was brand new, I had tried all sorts of things nothing worked so I started swapping out components and it was the PSU.

Restarting isn't quite the same thing. Shutting down involves sending out the shut down signal. If the motherboard isn't sending it out, or the power supply isn't reacting to it, the system won't shut down.

a post of your PC system spec will help us to pinpoint the problem

i do have a similar problem and it was the mobo BIOS issue

at 64MB or 128MB set for Intel HD Graphics it will be fine

at 256MB and 512MB

everything is still running when it suppose to shut down

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

check in your BIOS and see what the PC is suppose to do when the power button is pressed
