I'd recommend testing it for each scenario, it will take a tiny bit extra time, but it's always different in every situation in my experience thus far with PC's.

 

Sometimes the top fans need to be in push as an intake through the rad, sometimes exhaust pushing from the bottom, etc.

 

It's probably best you test it and find out.

yeah but arent there any ways that it would run cooler and cleaner

Pull in exhaust (radiators on top of the rad) is fairly easy & should be the simplest to clean and maintain.

Generally you want fans on top of the case to exhaust since hot air rises. And i'd recommend running the fans in pull for easy cleaning.

Yes. Stacked like this: Radiator - Fans (pulling air) - Case. Most Watercooled builds use the fans on the bottom for looks but its a pain to clean the rad from dust this way.
