Should be, maybe replace the fans with Noctua in the future, and maybe a Hyper 212 or a BeQuiet cooler instead. Otherwise it's good.

You should be fine, 144FPS isn't a necessity, but it should run at around that, except maybe MGS5

If that computer can't max out minecraft at 1080p, nothing will.

You'll be fine

so to get past 144 fps on all of those should i goto a bigger system or should i just order as and i will be fine?

This is good, it's a great system in fact. THe only thing you might miss out on in MGS5 is some AA. Don't worry though.

Get a 4690K or else get an H97 board.

but i want it to be quiet

that has nothing to do with it being quiet.  if you want it to be quiet, get quiet fans.

INTEL i7 4790K | GIGABYTE GA-Z97X GAMING 5 | A-DATA 16GB | PCS+ R9 290 | SAMSUNG 840 EVO | MOMENTUS XT BARRACUDA |  FRACTAL DESIGN R4

Then get an H97/B85/H81 motherboard. The Z series is only good for overclocking and you dont have an overclocking chip.

The Arctic i11 is 130mm tall. The TU100B has a max cpu cooler height of 60mm.

will a 4790k benefit me becuase im way under my budget?

Meh, if you want the extra power then get it but don't just spend $100 to spend $100. It'd be better to get a 980 than the 4790K.

will this be good for multi tasking and play games?

to get that 4.0 ghz do i need to overclock or is it stock 4.0

Stock base speed is 4 GHz. It will automatically increase that to 4.4 GHz as demand warrants and provided it stays within its temperature envelope.

As a very general rule, the faster a cpu runs the more heat it generates. Which means the cpu cooler has to work harder, i.e. the fan has to spin faster. The faster the fan spins, the louder the system.

Expansion Slots: 1*Mini PCI-E (for 11ac WIFI)

Onboard Video: Depends on CPU

I'm not sure that motherboard supports GPU.

The motherboard does have a x16 PCIe 3.0 slot.
