Lines appearing on monitor

I started having problems today, more specific, this is happening: http://imgur.com/a/MVhzt
I figure it's my GPU, since today I've been having ridiculous FPS drop in games, but since this is happening I can't put any test or check my temp in load. And ofc I can't get rid of it. I don't have a spare monitor or GPU to check if it's some other component (like monitor). The GPU is almost 3 months old, so maybe it's factory problem. Anyone had any issues like this? The GPU is Gigabyte r9 280 WF3

I thought of that after I posted, but the PC is at my girlfriends place and she doesn't know how to check that so I'll have to do it in the morning.

If you have made sure that your video cable isn't broken or not fully connected then I think the technical term for your GPU state is proper fucked.
