try changing cables...

If that still doesn't work, try booting up a linux distro and try opening it from that...

if that still doesn't work, tear it down and pull out the drive, get a dock or put it in your PC...

Search for computer management on your pc, and go to the tab storage.

This gives you an overview with all storage stuff connected to your pc, if you can't find it there. it could be dead and you will probably need to get the drive out of it's enclosure and connect it straight to the pc.

I had similar troubles with an old WD external (that one WD drive sitting in my rig right now)... The USB socket on the SATA bridge was already worn down to the point where it won't make proper contact...

Windows could detect it but the poor connection couldn't let any substantial data get through...

Which is why I suggested the above...

Can you not assign a drive letter or format and then assign a drive letter? (right click on the drive)

no:

This operation failed to complete because the disk managemnet console view is not up to date. refresh the view by using the refresh task. If the problem persists close the disk management console, then restart disk management.

Boot up into Ubuntu and try again with their disk management.

You could also take the drive out of it's enclosure and then plug it directly into the SATA ports in your computer.

Compatible with Windows 95

Id have to install Ubuntu. Not worth it for a 10 year old 160gb drive

Oh, if it's 10 years old then I'd say there's a good chance the disk drive itself is beyond it's best years, and either the drive or the connecting board could have met it's end of days.

I mean, i hear it spin, disk manager detects it and its size, device manager says its working propperly

You could try using the command line version called "disk part"

If you follow those instructions, you could give it a go
