No, technically it's a four module CPU, each module having one fetch, one cache pool, one floating point ALU, but two int ALUs and CU.

The i5-3450 is a great CPU and can push any video card out there up to and including the R9 295x2, much less a GTX 970.

That doesn't matter, we have server grade CPUs that have even more cores and still  perform worst, that doesn't take cores away from them.

When you say 'technically' it means that it's specifically that word or definition. When you say 'basically' or 'practically' you are giving a bigger speech. Saying 'for intensive floating point operations the FX 8350 is basically a four core CPU' is correct.
