If money is really not an issue, the i7 5960X is a beast, especially once you get it overclocked.

If for some reason I need to reduce my budget, which core i7 is the best value for the money.

It depends on the pricing and what the system is being used for.

Gaming

4790k would be the best although the 4690k is much cheaper and performs similarly for gaming.

Gaming

The best seemed to expensive? Just kiddin' :D. For gaming all you need is an i5 4690K. There is no point of going X99 platform. A good Z97 board with the i5 is all you need for your purposes. If you have some cash to play with, the i7 4790K is not a bad option either, considering that hopefully DirectX 12 will bring multi-thread optimizations to the table, and yet again no one knows how fast it will be adopted by the game devs.

Limitless budget? Then nothing but the best: 12-core 5GHz it is.

Truth is Intel is a terrible chip maker anyway. You should never buy from them. Just ask @Opcode ;)

If you actually paid any attention that's all I recommend. Intel is king of serial computing right now whether you like it or not.

i7-4790k is the best value for the buck. Once you move into the X99 platform you start spending a lot more money than what it's worth. Especially once you factor in most games (even modern ones) still don't utilize over four cores effectively. I personally would stick to the Z97 platform and maybe do a little bit of overclocking with a liquid AIO.
