Why are they underpowered if its a ti??

I'm not exactly sure but maybe they're not good and stable enough to be sold as 760's so they underpower them like with the 290 & 290x they are the same Gpu but they cut down some stream processors on the less stable 290x's and sell them as 290's but some of them can be bios hacked and turned into 290x's you should google it
