I know you can buy something on PSN store and download it and you can download it again on another system, with your account.

Basically meaning you buy something on account A and download it on system A and B.

When it is downloaded on system A or B, account A can use the content (the DLC, the full game) and account B (on either system A or B) who never bought the content can use it.

I don't know if that works with PS Plus or with PS3 + PS4 tough.. So this is no conclusive answer

You can activate up to two PS3™ systems for game content on your Sony Entertainment Network account. This means that the availability of PlayStation®Plus features is the same whether the subscriber is using their own PS3™ or a friend’s system.

You can activate one PS4™ on your Sony Entertainment Network account (this is your Primary PS4™) and temporarily activate a secondary PS4 if you are using a friend’s system.
