What else do you need the machine for? Do you have any preferences? Do you need an OS?

Also 40K isnt going to do you much...also i think you mean 1 USD  = 44 PHP :)

Hmm your budget is kinda tight.
Best Price/Performance AMD.

(Side note: I would usually use PCPartPicker but I don't think there is a Filipino version of the site.)

Though here are two better options:

AMD Athlon X4 860K

or

Intel i5 4690K

8GB DDR3 1866MHz

R9 290

or

GTX 970

or

wait for R9 3xx

Sandisk, Kingston, Crucial, OCZ, or Samsung SSD

WD Caviar Blue 1TB

It's better to plan the system as a whole instead of allocating different budgets to the system and peripherals which is more likely to be unbalanced.

If you ever need help with a build, read the following before posting: http://linustechtips.com/main/topic/3061-build-plan-thread-recommendations-please-read-before-posting/

maybe something like this i know its a little bit over your budget for pc components + i didnt add the case. If i were you i would spend a little bit less on peripherals and monitor.

if you want an SSD i would wait for GTX 960 or maybe you could get an SSD if you dont get some really expensive Monitor

How is that budget tight? It is ~$900.

My recommendation:

Fractal Core 1000 (1,790)

Asrock h61M (2,250)

i5-4590 (8,900)

Palit GTX 970 (15,800)

Crucial Ballistix 8GB dual (2x4GB) (3,900)

Crucial mx100 256GB SSD (5,300)

Corsair CX 500 (this build only use around 300 watt max load) (2,800)

Total cost: 40,740

tried my best. if you can salvage a hard drive then you can replace the HDD with an SSD. I got you an IPS monitor because I use one and i love it. (feel free to choose a TN one if you like). for headphones you could get a superlux 668b because logan from TS said it's good and it's only P1800 on egghead i believe. if you want a cheaper keyboard then go for it. no OS included.

Updated with peripherals . Dont buy Corsair VS550 power supply its shit. if you will decide to Overclock your CPU later just buy Cooler Master Hyper 212X

This can get you gaming the way you want.  When you have money later, you can upgrade:  SSD, More RAM, CPU cooler. extra fans.

4GB of ram is way too little for a gaming PC.

I recommended a Corsair PSU since they are cheap and most builders on a budget use them. I however would suggest investing in a better PSU for long term reliability like Seasonic G550W which is highly rated.

A 256GB SSD is what most people recommend currently as 128GB will get tight for keeping your games on. If you have a lot of media, then you can get a 128GB SSD and 1Tb HDD now.

Overclock at your own risk. I lost a i5-2500k once but I blame my defective mobo for frying it.

Enjoy building your new computer.
