I'd get a R9 280 or 285 at best. At that point the CPU would probably start to throttle in some games.

who cares...

I'd cap it at a 285 or 280X. Anything higher and the CPU is going to bottleneck it.

athlon and r9 is not the best combination but id suggest to get a r9 270/270x . or perhaps investing in a balanced build like a fx 6300 and r9 280x or a core i5 and r9 290x or something like that.

you can pair it with a 290 if you want but the cpu will hold it back in most things.

Well depending on what you play you may get away with it. In games that don't really care for CPU power it'll be fine with a 280X, in games that do care about CPU power you'll limit the potential of most R9 series cards.

In a 1080P  game the R9 270 / 270x can run at ultra/high and still get decent fps.

And if you have more money to spend I'd suggest upgrading your socket. Currently the 860K is the highest end CPU in it´s socket?

The money you save, going with a lower end GPU, you can spend on a Higher CPU + MOBO Class

Unless you're playing on higher resolution. Than not
