So I'm playing on Call of duty Black ops 2 on pc on my pc ( g3258, 8gb RAM, r9 270x ). So on Black ops 2, servers are hosted by players. So I was wondering would my pc get more frames if I was connecting to someones server or hosting it on my pc and them connecting to me. I'm pretty sure I know the answer but I just need more opinions.

It would have a lower fps if you hosted it, but it would have a lower (better) ping. The ideal solution is to run it off another pc in your house.

I hope, it will not have an Impact on Performance, it will mostlikely only use more Ram and CPU.

It will have an impact on the performance of the game if ran on same computer

 The Wannabe is no longer. Replaced by the Flotilla. If you replace every part of a computer is it still the same computer?

It may also impact the performance of connected players if your internet isn't strong enough.
