Yes as long as the fans you use done use more current than the motherboard fan header is rated for.

Unless you're using some very high rpm or static pressure fans you should be fine plugging 3 into one header.

The GRID+?

Well that's already a fan controller, which is obviously an even better option, but i was more talking about something like these:

A general guide is to not exceed 1A. If you look on the backside of the fan hub the sticker should contain the amperage.

For example; I have 2 of 3 SP120 QE running off a single fan header, and since they're rated at 0.09A - they're plenty safe to use on a single fan header.

Case: Corsair 4000D Airflow; Motherboard: MSI ZZ490 Gaming Edge; CPU: i7 10700K @ 5.1GHz; Cooler: Noctua NHD15S Chromax; RAM: Corsair LPX DDR4 32GB 3200MHz; Graphics Card: Asus RTX 3080 TUF; Power: EVGA SuperNova 750G2; Storage: 2 x Seagate Barracuda 1TB; Crucial M500 240GB & MX100 512GB; Keyboard: Logitech G710+; Mouse: Logitech G502; Headphones / Amp: HiFiMan Sundara Mayflower Objective 2; Monitor: Asus VG27AQ

can you plug a fan splitter into a fan splitter to control 3 fans

That isn't recommended. If you plan on using the 8 fans you mentioned, I'd recommend a hub.

The NZXT Grid (not +) is a great fan hub. You can find it here:

Would a fan splitter on the mobo case fan header and another on cpu fan header for supporting 3 case fans be better since it's breaking up the load?

OR, since the CPU fan is a little more crucial, is the fan splitter plugged into a fan splitter off the single fan header on the mobo a better choice?

The extra fans I got are .16A a piece (LED's), not sure about the included case fan but I don't see how it could be more then about .1A.
