What is the cheapest 2011 V3 CPU, and the Cheapest x99 i7 cpu? I decided to upgrade my build for photo, and graphic editing.

I think Core i7-5820k is the cheapest.

U need ddr4 with these cpus

Would a regular haswell i7+z97 be a cheaper choice?

if u dont need all those 6 cores /12threads

The i7-5820k is the cheapest.

Significantly cheaper than an i7-5820k platform even with the i7-4790k. Z97 boards are way cheaper than X99 ones, and DDR3 RAM is a lot cheaper than DDR4 RAM.

Can a i5 4690K, handle photo shop, light room, and some other video editing software open in the background?

If you dont plan on overclocking and want to save as much money as possible I suggest you to get Intel Xeon E3 1231 V3 which is basicaly i7 4770k (4cores 8threads) without integrated GPU and it costs only as much as i5 4690k.

No OC though.. you may do that but only trough BCLK I believe which is prety advanced OC and it is not recommended unless you know exactly what youre doing.

Just open or are all three applications rendering or whatnot at the same time? If all three rendering, then consider the 4790K or something with hyperthreading

That Xeon is awesome. The biggest thing you sacrifice with the Xeon is not having Intel Quick Sync for encoding H.264 videos, since you don't have the IGP.

Can't one have the GPU encode the H.264 videos, since all modern GPUs have dedicated encoders on them? If so, the lack of the iGPU isn't too big of a deal, is it?

It's good for streaming though. Not that I care anything about that, but lots of others seem to.

Well the photo editing and graphic will only be open in the background while the video will render in the background once a week

You're only rendering video once a week and the other applications are just open in the background? I think even an i5 is enough, since only the video editing software is only using the resources, while the other applications are just idling, though if you could afford the i7 or higher, that's going to speed the render time.
