Does ram speed matter at all?

If I were to go from 1066 Cas 15, to 3200, Cas 7, would I even see a difference between them in multitasking and gaming?

yes. that big difference does matter.

Not really. RAM speed matters in very specific scenarios where you need that for video editing and stuff. For gaming, unless you are suing a AMD APU, which uses the system memory as graphics memory, it doesn't make any difference.
