It can but PLX chips induce more latency which can be undesired. 4x 3.0 is not a bottleneck though so you can go 4x without performance loss

this board will let you run your 290X in the first and 3rd slot with no issues

ok I'll try to look into it, but for future reference a xeon 1231v3 and my non oced 290X's should run fine on 850 watts right?

ok I'll try to look into it, but for future reference a xeon 1231v3 and my non oced 290X's should run fine on 850 watts right?

I will need to check on the xeon but generally your system will run fine unless you want to oc the gpus.
